Details about a motion carried at their June 9 meeting to go ahead with a boardwalk program for all commercial operators were clarified at a special council meeting of the Municipality of Jasper on Monday.
During the discussion councillors reiterated the importance of flexibility in the decisions they made, in consideration of the difficult year it has been for Jasper businesses because of the COVID-19 pandemic.
"It's important to remain flexible," said deputy mayor, Jenna McGrath. "We need to not stand in the way of businesses."
It was suggested that in these financially-strained times, the cost of permits be waived.
However, coun. Bert Journault said permits need to be paid for, citing the importance of consistency and the need for minimum requirements to be abided by.
He noted, "We didn't waive business licence fees."
Mayor Richard Ireland said a permit is important because it shows the contractual agreement between the municipality and businesses. He later suggested though, that council at least defer the fees.
Council determined, in this trial program, that businesses will be required to get a permit, with adherence to minimum requirements and a recognition of maximum flexibility within it.
As well, a deferral will be allowed, if requested.
Permits and fees will cost businesses between $50 and $400.
Council decided that a step down and step up is permissible within the premises of a business; the sidewalk or walk-around has to remain flush with the curb.
Council discussed what to do if a business is using a public space for commercial purposes without a permit, or outside a permit's approval. Getting compliance first, they said, is important.
But if a business continues to operate outside the permit conditions, it may be revoked, and sidewalk seating will no longer be allowed in that location.
Council talked about the increasing number of tourists and how to balance that with required protocol.
Journault said, "We have to make sure this community reflects upholding health guidelines."
That includes, physical distancing, using hand sanitizing stations provided in businesses and around town, and wearing masks.
